Percy Waters owned a tattoo supply business starting in the 1940’s. Pictured above are two if his blueprint design sheets. They are printed on blueprint paper because that was the largest size printing press available to him at the time. He printed the sheets up and sold them to tattooers across the country who would redraw and color the designs then hang them on their walls. These sheets are from the early 1940’s, before the Japanese attack on Pearl Harbor. We know this because there is a design on the bottom of the bottom sheet that is blacked out. Upon closer inspection of the blacked out design, you can see that it is a Rising Sun flag. Before World War II, this was a fairly popular image. After Pearl Harbor, these design sheets couldn’t be sold so Percy just blacked in the flag instead of throwing them out.
